The traditional route to education after high school takes students from high school to college. This model works well – for some. But the classroom learning environment can be challenging for others who prefer hands-on, real-world experiences. After high school, many of these students, seeking to avoid spending more time in a classroom, are prevented from pursuing additional education and, in turn, don’t achieve the rewarding, high-quality careers they envision.

Employers are driving INCAP. They are the people and organizations with the most accurate insights into the job market of today and tomorrow along with the skills and knowledge needed to fill those jobs.
By empowering Indiana employers to come together and speak as a unified voice across key industries, we’re creating more opportunities for students and employers while also strengthening Indiana’s economy.
Students begin their paid multi-year apprenticeship in 10th or 11th grade, based on occupation. During their apprenticeship, students will earn their high school diploma, meet Indiana state graduation requirements, and develop the skills and competencies necessary to excel in their selected occupation. Students will spend at least three full days a week at the job site, with the remainder of days spent at school.
During middle school and the first year of high school, students who are interested in INCAP are encouraged to learn more about available occupations and choose the one that most interests them. Then, they work with their school counselor to build their high school schedule around when the student needs to be at an employer site and what classes they need to take at school, while still allowing for participation in sports and other extracurricular activities.
Schools will have information about available apprenticeships and help match students with them.
INCAP is being built by CEMETS iLab Indiana, a coalition of more than 300 leaders committed to helping Indiana take bold action to solve our education and skills mismatch. This group represents a variety of sectors including business, K-12 education, higher education, and government. Much of the thinking has been inspired and informed by the proven and continuing success of a similar system in Switzerland, known as “Vocational Professional Education and Training.” iLab leaders have closely studied the Swiss system and analyzed ways in which learnings there can have practical applications here – while still meeting the unique needs of Hoosier students.
